Is buyer liable to pay service tax in ready possession flat

I have booked a ready possession flat in an apartment scheme from a builder here. Yet he is asking me to pay service tax which is valid on under construction . Some occupants are already living there
No builder can't demand it. The act of builder is not as per regulation Laid down by government . If your building is ready to move n u are using that services then only u need to pay the service tax .
