Is Builder Buyer agreement valid without notarization or registration

(1) My Builder Buyer agreement was signed in August 2014 with a builder in Ghaziabad (U.P.) on Rs. 100 stamp but it was neither notarized nor registered in any court is it valid? I booked flat in his project 2 years before approval came from GDA I.e. in August 2012. Is my booking valid? (2) He has not mentioned any building plan or or floor plan in that BBA. He changed floor plan & layout plan (from initially booked plan which he showed me in 2012 at the time of booking) without taking consent of 1/3 rd of allottees.In which court I can file case for refund as still 15 mth. Out of 36mth.Left?

Invalid till notarized n registered n if ny wrong from builder part Surely you can take legal action as its a wrong done against you for which you liable to sue him.for any further action you can contact me and fix a meeting. For sure all assistance would be given to you.
