Increase in the size of window grill effects

Hi, I recently took possession of my flat. In the windows for flat builder provided a grill of size of window. I have increased the size of window grill in length and width. Is that Illegal. My Sale aggrement donot mention any specific details if any changes can be made in window grill. The builder is threatening legal action, and complaining to Pune Minucipal Corp. Kindly suggest is increasing the window grill size illegal.
