If sibling occupy property after death of father what action possible

On my father's expiry, the house stands in the name of my mother. If one of the siblings occupies the same alone and does business activity without permission of my mother and other siblings, does the Police have any role to play? The Local administration and Police are informed about the business activity.But no response from them? What action is to be taken? Can the mother deny the son of the heirship since he does not take care of her?
