I had booked a flat 4-5 years ago and paid 70% money to the builder. Now builder is asking me to give cash payment for stamp duty and registration but I am not ready because building is not yet prepared. I am scared, I had heard about notary registration which cost about ₹5000. Is notary registration valuable. Is notary registration can be done in place of stamp duty, registration till building is prepared.

As per your querri, notary registration having no legal value..
If buider is going to delay to give possession, you can avail remedies from Maha RERA ACT, you have legal remedies to pay amount by cheque.

No notary registration is not valuabale you must register your agreement before Sub-Registrar office by paying necessary stamp duty and registration becaue fo valid Agreement which will enforceble by law and in the Court which is valid and you can enforce your ight over the flat

You need know that once builder has taken more than 50% of the amount he must execute a registered agreement ASAP else he can be booked for serious offenwcs. Secondly notoraiezed document is OK for Prosecuting him and for the purpose of exercising any right by you against builder and for recovery of flat. But it not that rock solid as registered agreement or documents. You can file a case before consumer forum for delayed construction and compensation.
