how to transfer deceased brother's property on my name?

We are 4 siblings,2 sisters and 1 elder brother.My mothers flat in a co operative society was transferred on my brothers name and after my brothers death it is now transferred to my sister in laws name in the co operative society's register.the taxes still come on my mothers name from Municipal corporation.I want to know what is the legal procedure to transfer the flat on my name.
Your mother can file a suit for declaration in the jurisdictional civil court. Also, you can file a case in the said court for the said transfer of the said property in your name against the said co-operative society.
