How to transfer and sell my father's house

Sir/ madam I am having independent house ground floor fully constructed and we r leaving there. Another 70 % constructed on 2nd floor. Now i want to ask that i want to sell 2nd floor and this whole house is on my fathers name. And we r two children of them and mother so how can we sell it. And need terrace under our custody so we can construct there. Only and only 2nd floor we want to sell along with 1 4 wheeler parkink and 1 2 wheller parking.
u will have to get he house transferred in ur name first and in that of ur bro5her to sell the same if ur father is dead or u can jointly enter into an agreement of sale with the purcchaser in respect of the portion u intend to sell
