How to take advantage of section 24 of the new LARR Act 2013.

In 1971, state government acquired the land for rehab of displaced of dam area affected people. At that time my grandfather did not accept the compensation from state government. Now after more than 30 years the land is in still possession of ours. In short, government did not acquired or take the possession the land. 7/12 is still in the name of my family. Could you please suggest me how do i take advantage of below section 24 of the new LARR Act 2013.

According to section 24 of Land acquisition and rehabilitation and resettlement Act, 2013 when an award has been made under Land Acquisition Act,  1894 where the award has been made five years or before the commencement of this act, when the government fails to take the possession of the land and the compensation has not been paid then the proceedings initiated by the government will stand lapsed and if the government wishes to initiate a proceedings then it shall have to start a fresh one.
