How to stop illegal construction under BDA approved layout

We have a BDA approved layout (BDA Khatha) and have independent plots where people construct independent houses as per the approved plan. We are now seeing lots of illegal construction happening in our layout ( extra floors, huge cantilevers etc.) how to take this up with the authorities? Again this is NOT BBMP, this is under BDA approval. Also we do not have a resident association formed yet since there are only about 25 houses so far. Please advise.
File a complaint addressing to BDA commissioner to take action against such activities. If no no reply is given then File a Public Interest Litigation against BDA in High Court seeking them to take action against such illegal activities and follow the bye laws of Bangalore city. It is not necessary to form association you can take action independently.
