how to get a stay order for blockade of the road on the midway

i am live in the lcality since 6years. Lately certain high handed people have arrived in the area and are trying to create forcible blockade of the road on the midway, thereby restricting the free movement of inhabitants of the area. Due to closing of the road a situation similar to entrapment will be created which make the prone to theft and other anti-social activities by the miscreants. please provide me format of request letter how can get stay order. (gali ke road ke middle me gate na lage)
