How to do land registry in disputed property

Dear sir/mam mein ik plot ka byana karvaya hai derabassi mein lakin sir vo unauthorised and colony mein hai abh sir begear noc ke plot registry ho nhi rha si date karib aai yui hai so what i do for registry. Vahan advocate se mila to vo keh rhe the ke notification ayega 30 june lekin vo aya nhi. So abh registry kese karvaein.
Now this is not registered sale deed alleged unauthorised colony but now today have passed specifically terms conditions so you have registered sale deed for few days but according policy of Punjab government rate of access tax so high
