How to apply for joint patta for apartment if builder is dead

I purchased an apartment in 1988 in Kilpauk ( SRO jurisdiction periamet) and didn't get joint patta at that time. The apartment complex has 52 apartments and other owners are not helpful. The builder is nomore. what is the procedure to apply for joint patta? Any reply will be much appreciated.
It is immaterial that the builder should be alive for you to obtain joint patta. If you have the necessary sale deed and other documents, that is more than sufficient. ,/,/,/,/,/,/,/,/,/,/,/,/,/,/,/,/
