How get approval from panchayat to build a floor in the house

In our village panchayat ,floor house is built without prior approval from panchayat.How to get the approval legally now and what is the legal procedure.and what is the penalty if any.(the land area is residential area only and previously a old damaged house was there as per land document)
You have not mentioned whether your house is in an approved lay-out. Government of Tamil Nadu issued a GO bearing the No. 125 dated 4 May 2017 for regularization of unapproved lay-outs, which all local planning authorities have to follow. Therefore, it is advisable for you to contact your local panchayat union office for knowing the procedure for regularization of construction.
