How can we get access to terrace in a society

In Co-operative Housing Society at Thane. Body members including Chairman and Secretary are denying the terrace access to other society member by stating that as per rules and under the shield of to avoid any unwelcome scenario like suicide. They are also not allowing the access of refugee area to others, though they are having their regular monthly meeting including AGM also in refugee area. It this possible even though by passing resolution in AGM and in Body meeting?However members are not accessing the terrace for They are visiting the terrace to observe if there is delay in water supply

All terraces with common entrance irrespective of which floor it belongs to, can be used by all members of the society. As per law open spaces including terrace are meant for the benefit of all the members and so individual can deprive any resident from accessing the common areas such as terrace.
