What is the procedure to convert a leasehold property to a freehold property?

"A property held under a lease is made 'free hold' by purchasing the property. The applicable stamp duty and registration fee would be required to be paid on the transaction.
Further, if the property is owned by a government authority, the property may be converted from a lease hold to a free hold under various schemes. The amounts to be paid at the time of conversion are prescribed for each scheme. The conversion is made by moving an application in the prescribed format and by paying the applicable fee."
