Housing society in defuct due to non payment of taxes

1 housing society over 27 years old with common electricity, ground rent ,water tax under its name. all paid regularly. 12 flat owners 7 new owners, now few of them part of housing society and all of them claimed that they paid some sum to the society for NOC. Never ever any meeting or agm or function get together was conducted. Now it was told that no audit done since 2006 and is now defunct. Lease is under societies name and needs to be extended after 3 years. Now few of the new members wants redevelopment to be done as few builders have approached them. But building is repaired, i am not in favor of redevelopment. How to make this society active, how much money will be needed for the same approximately. How to spot from somenew owners (not member) of society to force redevelopment. if not possible at least please answer with the amt needed to make the society active. thanks

The process is simple.

1.Prepare a Project Report describing activities to be performed over next five years in quantitative and financial terms.

2.Convene a meeting of at least 10 members belonging to 10 independent families, though more the merrier.

3.Adopt latest Model Bye Laws as your bye laws

4.File application for registration of the Cooperative society and bye laws both signed by ten persons.

Also, the redevelopment will be done only when it is duly voted.
