High transfer fee charged by developer how to proceed legally now

I HAVE A FLAT AT INFOCITY, PUNE, SASWAD ROAD, PHURSUNGHI, PUNE . I WISH TO SELL THE FLAT., DEVELOPER IS ASKING FOR TRANSFER FEE @ Rs 100/- PER SQ FT, WHICH ACCORDING TO ME IS ABSURD. TRANSFERRING A RESIDENCE MAXIMUM COST IS Rs 25,000/-. SOCIETY IS NOT YET FORMED. CUD U PLS GIVE ME YUR OPINION AT THE EARLIEST.
From you question it appears that the building is under construction. The fees stated by you is post formation of society. Nevertheless, your agreement shall enumerate the charges clearly, go through your agreement. In case of absence of the same please get back to us.
