Grandfather sold land alotted by govt and not transferable for 25years

My grandfather's land was acquired instead government offered some other land.. which cannot be sold for 25 years but soon after10 yrs it got transferred to some one after him other 25 members.. now can we claim it?? If so what is the procedure??
the entire transaction is contingent upon the fact that the allottee, a lessee, fulfils all the conditions mentioned by the government and is allotted a site at the end of the stipulated period. so there is chance you can file a suit on this, for more details call me .
