gave POA for redevelopment to 2 people one of them sold it

At first pls. tell me, whether the said POA has been executed on behalf of two attorney holders for development purpose only or for sale of land or building or Flat etc. in favour of third party? if executed for the purpose of development only, those attorney holder have no legal right to sale it. if done for all purpose, i.e., to develop, sign in the agreement, collect money from the intending buyer, to sale out the same in favour of third party..... etc., then they/he can do this as per law till cancellation of the said POA. U have right to cancel the said Deed in any time. if the said attorney contravening the said POA, U have legal right to file Criminal Case, like fraud, cheating, forgery etc. which is/are applicable before the Court of law for proper adjudication.

The sale deed would be void, ineffective. You have to challenge the sale deed and file a suit for cancellation of sale deed. the power for development does not empower attorney , holder to sale without the consent of the owner of the land

U have to immediately file a police complaint of cheating and misappropriation of the funds. as u gave the power of development, based on that power no one can sell the land. u have to also challange the validity of sale deed through civil suit and injunction asking for declaration from the court that u r the still owners and the sale deed shall be deemed as null and void due to the fraud played upon u.
