Garden space for children /senior citizen being converted for car par

Is it legal to convert garden space for children / senior citizen provided by the builder be converted to car parking by the co operative housing society. what is the LAW for which you cannot do this ?
It is illegal to convert a garden into parking space without seeking due permissions as required in law. The society is required to take due permissions from requisite authorities. Feel free to contact me for seeking any legal advice as regards the same.
