Fraud of Unregistered housing society

I have 2 flats in an apartment due to fraudulent activities of unregistered housing society I want to part relations with them due to their frauds and rude behaviour,Can I form another society/manage things independently.There are 7 flats in apartment therefore rera is not applicable.

However, with only 7 flats, forming a separate registered society might be practically difficult, as most state laws prescribe a minimum number of members (generally 10) for society registration.
