Fraud case against Person not returning my money

Hi Team,
One of the person asked me help me by providing dakhil kharij document of my property i really dont know that person He met me on tea shop and while talking i told him me going for dakhil kharij .He said he can assit me and on behalf of that he has taken 14 thousand rupees till today and now he is not returning my money .He said he will not return my money moreover he did nothing for property document .
Kindly let me know how can i take action against him.
kindly send him a notice for refunding your money give the list of dates and facts regarding the dakhil kharij . the opposite party did not lodge the property documents you can approach court for directions
