Forged my signature as witness in registration documents

My ex business partner has forged my signature as witness in the site registration paper, when I approached police station they are not accepting complaint nWhen I approach sub registrar he says he don't have rights to actnThey have created duplicate and sign signature of sub registrar, seal etcnHow to proceed legally
If the police does not register an FIR then you are have to file a complaint before a judicial magistrate. Alternatively approach the Office of SP and file a report there. If is not accepted then file a complaint before the judicial magistrate.
The sub registrar has no authority to decide on these aspects.
