Fine charged because of Corruption done by former Committee(1996-2006)

1) 40-Member co.op. Society. Built 5-stored Society Bldg.in period 1996-2006 but not Taken PLINTH Certificate by Construction commitee (Pramoters) , Without Plint certificate bldg. became unathorised. Most of the construction done without conscent of Arcitacture. Now TMC claim 50 thousands fine for each flat for obtaining OC from TMC i.e. total 20-lakhs fine. who is responsible for fine ,can present committee recover 20-lakhs from former construction committee? 2) 1998 to 2001 bank transaction of 20-22 lakhs done but records of same were not maintained by Committ No AUDIT was done so far.
