Extra charges by builder not mentioned earlier

I had booked a flat at Nalasopara and possession date given by builder was year June, 2015 and still i have not recieved the possession. Now the possession date told by builder is June,2016. Now builder has give me the demand letter for pending balance but they have mentioned other charges of Rs.190000 Below is the details 120000 - Dev Charges 24850 - Maintenance Charge Vasia Virar Muncipal Corporation - Rs.13580 Some Grill Charges : Rs.35000 Vasai Virar Municipal Charges & Grill Charges was not told to us nor it is written in the agreement, almost 48550 what i can do in this?
They can not demand money other than what was agreed upon. Further they can not also unilaterally change the terms of the Contract. If any terms of the Contract is to be changed, it has to be agreed upon by both the parties and therefore their demand of extra money as well as change of exit plan is contrary to law and further amounts to deficiency in service. Therefore you can file a Complaint in a district forum.
