Encroachment by Builder to give road access to his new building

Hello everyone, We bought flat from builder in Goa he gave possession in 2023. Total 16 flats are in building area of plan is 973sq mtr. Now builder bought adjacent plot to our apartment and trying to give road access to new apartments he is constructing from our area. We are moving ahead with complaint in Panchayat, Mamlatdar and Dy collector office. Can anyone please help me draft the complaint under which section of ipc we can forward the complaint. Thanks
