Easements rights blocked by neighbor how can I execute court order

i have a right of easement over the plot of my neighbour which he had blocked in feb 2013. I had filed i compliant in Dc office in 2013. In june 2015 i had received order in my favour. which was appealed before the Board of revenue in July 2015 . Now, the board of revenue has not issued any stay nor dismissed the appeal. only the hearings are adjourned and reply filed from our side. Kindly till me if the order of the DC can be executed as there is no stay from the board of revenue
