Does Municipal Corporation of Delhi Issues Street Vendor Licence?

Dear Expert, I am trying to help a group of street vendors in obtaining valid licenses from MCD. I would like to understand that whether MCD issues any sort of street vendor license or not, and if yes, then why does street vendors find it so difficult to get it? If all the street vendors have a proper license then they might have a more certain and balanced life, as compare to a life which they have right now in which they have to bribe the MCD officials every now and then to save their cart/business from being confiscated Your inputs will be highly appreciated.
