Division of Property between siblings

My Father and mother died in 2003. We as brother and younger sister as only children to our parents. Sister has given Hakka Sod Patra on two houses. For another ancestral property as small piece of land both of us got the names on 7/12. Now I want to sell the piece of land due to COVID related money requirement issues but sister is not giving the sign off to sell evenafter agreeing to have equal sharing in land. Her demand is that I should pay her the 50 % first from earlier hakka sod properties sell off too and then only she will be ready to sign. Now I would like to understand how can proceed in this case.

If your sister has forgone her rights by REGISTERED hakk sod patr then she cannot any money right now. if both of you are co owners in this property (land).
