Developer asking bribe for registration what should I do

I purchased a flat in Mumbai in 1998, paid stamp duty but did not registered, Approach builder for registration with executed sale deed attached along with the confirmation deed, promoter demanded 2.5 lakhs bribe, which I refused. He send a letter agreeing to execute the old sale deed but not confirmation deed which is not possible as per registration rule. The secretary of the society is also not issuing share certificate in spite not defaulted in payment of maintenance charge, property tax etc. He is asking to get the document registered, Both are harassing. What is a legal remedies?
If you purchased a flat without paying stamp duty then how can the agreement be sale deed. The document unless registered or you pay stamp duty cann transfer the title. So we suggets please provide complete facts so that we can provide you exact legal solution
