Denial for registration of land due to 09 Act

Hi Sir/Madam, Me and my brother are selling our property to some other person, when we went for registration, they said that we cannot register this property because this property comes under 09 act. I asked them what is 09 act, but no response. Could you please explain me, what is this land act 09. And this property is not a pormboke land. Thank you.
This maybe the Land Acquisition (Amendment) Act 2009. However, you will have to inquire into the nature of the property as to why is it barred from registration and if the registrar is denying from providing you proper information then you can file an application to his senior officer. However, if there is no response then you can file a writ of mandamus in High court.
