Delay of Flat possession and not refund the money

I have booked 1 BHK flat in Navi mumbai Panvel Area in Oct 2014. At the time of booking builder told us that possession will be in Aug 2016. he even mentioned possession month and year in there project information card. Now almost more than 2.5 years gone but he haven't start construction for project. Builder hacven't received CC certificate from NAINA cidco due to project entrance road NOC and water NOC issue. even we talk about cancellation he said he dont have money to refund. and now he even not ready for meetings. we have only cheque payment receipt and cash payment receipt and allotment letter from builder. and he didn't even mentioned possession date in allotment letter. what legal actions we can take to refund ours money with interest.and what to do for that?

Dear Sir/Madam,
You can issue a notice to the builder for seeking possession of your flat or in the alternative seeking refund of the amount paid by you with interest. If the developer fails to make the payment you can file a consumer complaint for seeking possession of the flat or in the alternative for refund of the amount paid by you along with interest and damages for the losses caused to you.

need to check the allotment letter and booking form signed by you. You can initiate action against the builder and recover your money.
You can approach the consumer forum for the same.
Hence for further advise need to go through the documents.
