Delay in property procession of my property registered in year 2014

1- I entered into an agreement with builder on 25th February 2014 and booked a Flat No IR 127 measuring 1031 Sq. Ft an UDS and 296 Sq. Ft UDS, Car Parking and Amenities as promised in Construction agreement. The apartment is allocated at 12th Floor of Imperial Red Block. The apartment is located at “The Gem Grove” S.No. 445 & 446,OMR, Padur, Kancheepuram Dist – 603103. Builder signed the Agreement to sell in the presence of witness’s at Thiruporur register office, Kancheepuram Dist. 2- That as per the terms and conditions of the agreement to sell the sale consideration of the said Flat was settled at Rs. 44,75,799.85 /- and i paid you the 90% of agreed final sale consideration of to you on the same day. The Agreement of Sale and Construction agreement was registered in Thiruporur Register office on the same day. 3- That at the time of execution of the agreement to sell on 25th February 2014 builder agreed to hand over the apartment on or before 30 months from date of registration
