Delay in construction by vatika

I had bought a 3bhk flat in Vatika Tranquil Height in year 2013. As per BBA signed in August 2015, the construction was expected to complete in Auguy2019 but they have not even constructed one floor though the approval is for 39 floors. I want them to either return entire money with 18 percentage interest or invest current value of the money ( interest including) in another apartment I have bought from the same builder. Please suggest the best proposition.

You can file a Consumer Complaint, depending up on the subject value of suit. If its less than 20 lakh it will be District Consumer Forum. If more than 20 lakhs then State Commission will have jurisdiction. You can pray for entire money to be refunded with Interest, cost of suit, loss due to appreciation of other real estate projects and mental agony. Or You can also file a complaint with RERA.
