Definition of Super-built-up Area

A builder leaves land in the surrounding, for which he gets extra floor on the apartment. The flats on these extra floors are sold by the builder. Now, while calculating the super built-up area, can he include the left out area surrounding the apartment, which he makes path or jogging track or park or playing zone? Is super built-up area same (in percentage or area) for all flat owners irrespective of their flat carpet area?
