Cooperative Housing society issue

Cooperative Housing society Share certificate is on my mother's name aged 68 years. I am elder son aged 48 years. Can I give any complain to chairman / secretary of our cooperative housing as the secretary says I am not shareholder.
Is it that only shareholder can give complain to chairman/ secretary of cooperative housing society, district registrar and municipal corporation.
