Conveyance Deed(C.D) for flat/ property

1st & 2nd purchaser (without executing C.D.) .transferred flat to 3rd purchaser through "Deed of Assignment" signed by Builder and 1st & 2nd purchaser. Builder says that 3rd purchaser to execute C.D for the amount for which the flat was sold to 1st purchaser which amount is substantially lower than the purchase price of 4rd purchaser. This will amount to
evasion of stamp duty.
Sub Registrar will report Value mentioned in C.D and 3rd purchaser will report higher value (1% TDS x actual value)
