Consequences of buying a house without mutation

Hi I am planning to buy a house which has registry(registered deed) but seller has no mutation done and he has no idea how many mutation pending from previous sale of same property. The process of checking mutation is very cumbersome as patwaris, tehsildars, ask for tip, commision and do not guarantee output/result. 1.Can i purchase the house without mutation, wat could be the consequences of this? 2. Is there any fair or online way of checking mutation and how. 3. Wat all is required if i go for mutation of this house. 4. Are there any other means to buy this house leagally through land agreement or power of attorney as i know in delhi so many people live on POA. PLEASE ANSWER ALL 4 QUESTIONS ABOVE
