Consent of other members if flat is transfered by one bro to other

Flat is in name of A. A decided to transfer to B. A n B are brothers in family. Oyher members in fsmily are father married sister and mother. Will be flat can be transferred without the consent of other members? Agreement is in names of broyher and mother.
Flat can be transferred to anyone by the owner of the Flat. The Agreement consist the owner of the Flat, and the owner of the flat need does not require the consent of anyone else.
