Clarification on NOC from Collectors office on property fee

Dear Sir, We have purchased one property oin nariman point, registration and stamp duty has been paid, now when i went to society to get the name transfer done, they are asking us to get NOC from collectors office by paying propery fee at collectors office. that fees is coming around 5 lakhs Please advice on this,is this necessary
