Car parking allotment by builder

The residents of our apartment of 500 flats have identified car parking slots that are very narrow and difficult to park. Hence we sent out an email listing out these bad parking slots and requested the builder not to allocate these slots to residents. The builder did not reply but fixed the date of allotment. The residents decided that they would boycott the allotment if the builder does not agree. My question: can the builder allocate the parking slots if none of the residents attend the allotment process? Is there any legal remedy to residents if the builder refuses to agree to our demand?
1. Builder can allot the parking slots, even if none of the residents attend the allotment process.
2. Do you have any management committee or flat owners association formed?. what is the bye-laws documents says on the parking space?.
3. I suggest you to approach a local lawyer to issue legal notice for the inconvenience on the parking allotment.
