Can the property be registered without permission

Builder has got a cc of 10 floors from CIDCO. BUilder is saying that he will get cc for 11 to 14 floors soon. My flat is at 11th floor. Builder is saying that the flat can be registered even if cc is not received from CIDCO. please advise if in this situation we can register the flat.

Sir ,if the builder has got only 10 floor cc only and their map is sanctioned only for 10 floor ..then the builder has no right to sell above 10 th floor..
Even though you want to purchase
U can purchase at ir own terms and condition of agreement ..
