Can the owner of a common street permanently close it for public use

My residencial plot is near national highway A street/Galli which connects my plot with NH The street is owned by my neighbour.There are three families lived there and all use that street for going NH or any side. Like public use that street. In case of quarrel with me if my neighbour close the street by doing wall on each side can I file a case as we use it for five years and it is a street where every person Here travel what can I do what is legal is it legal for him to close the street please guide. Registry official said he can not close that street

No he can not close the said street as the said street has been used as a way to commute by general public since last 5 years, thus building walls to close that street will amount to encroachment on easementary rights of general public.
