Can second mother claim sons property

Dear sir, my husband is govt. servant. This is his father's job, got afer the death of his father. Actually his father had two wives. First one is no more. second mother is asking my husband to build a house for her. My husband refused to this. She is not staying with us. She taking pension around Rs.7000. Now she is is blackmailing my husband, she will file a case against my husband for not building house for her. Can she legally claim this? And she is oftenly blackmailing that because of her my husband got the his father's job.
Despite being the second wife, she can claim maintenance (money) from your husband. You mentioned that she is receiving Rs. 7000 as pension. If she feels this is insufficient and can prove this in Court, she can file a case against your husband for maintenance under Section 125 of the Code of Criminal Procedure.
