Can RWA restrict outsiders from entering a public park?

I want to visit a nearby park for daily exercising but the guard of that block stops me from entering saying only the residents of that block can use the park since RWA maintains the park.
Can you please guide me if it is legal for RWA to stop public from entering a public park?
