Can Release Deed signed in May 2018 be registered now?

My family has signed a release deed pertaining to a property in Mumbai, Maharastra. The family members reside in Patna, India and Georgia, USA respectively. They are the legal heirs of the 1st name holder of my property/flat in Mumbai.
Question:
1) Can a pre-dated release deed be registered now, in 2019?
2) do the family members have to present in Mumbai for the registration to occur?

Any document have to registered within 4 months. from execution. In your case if you wish to registered pre dated release deed in 2019 then you have to pay penalty for that.
In your case all parties have to visit Mumbai for registration of release deed at the place where your property situated.
