can mother seal the property right of legal heirs?

Its a tenancy property (pagdi system)
Its lawful heirs are unable to get along in the same house.
This property is in the name of deceased father. Can the mother of the heirs get the property sealed as the heirs are not getting along?
The mother cannot seal the property in this case. The legal approach would be to either sell the share in the property to the other legal heirs and exit the property or to buy the shares of the other legal heirs furthermore, a suit for partition of the property can also be filed.
