Can mother change father's Will after his death

Can will made by father changed by mother after the death of my father. My father had made the property (not inherited) he made with loans by railway bank and his friends and Maharashtra govt. Loan in the 1970's there are two witness and my mother does not show me the will and says she has transferred in my other brothers name. Can she do it? What can i do (hindu)
1. If your father done any of the power of attorney regarding the will , which regards all the powers delegated to your mother in such power of attorney regarding the will , then she can do it .
2. But , If not . Then there is no right to mother to change the will , In the eyes of law shares divided in brother equally , but in the will there is no your share then you have no choise .
