Can mom have rights to sell fathers property?

We are 4 brothers and 2 sisters. My mother (aged 75+) and 1 brother live in Dad's house. It means a separate kitchen. That brother abuses mother every time. His behavior with his mother is not right.
The mother has decided to sell the house due to distress but the brother who lives with the mother is not ready to leave the house and has occupied half of the house. We other brothers and sisters are also ready to sell the house and divide the share. Please can mom sell that house?
