Can MCD ask for 20,000 for keeping building material (357, 398)?

Our house is under construction.
MCD has issued a challan, apparently for keeping material on road outside the site.
At court, they are asking to deposit 20,000/-.
1. What can be done?
2. Material was purchased on 14 and delivered on 15th early morning. Challan was issued on 15th itself. Does the law permit more time for its removal?
3. We have paid stacking charges. What does that cover?
If you have paid the stacking charges then for what the MCD is harassing you. Obviously you must argue in the court regarding the removal of your material that are lying on the road. For more legal assistance I am just a call away.
